On May 21, 2025, Governor Katie Hobbs held a ceremonial signing for House Bill 2281, also known as Emily’s Law, which creates the Turquoise Alert System in Arizona. The law establishes a statewide emergency alert system for missing Indigenous or endangered individuals under the age of 65 who do not meet the criteria for existing Amber or Silver Alerts.

The legislation is named in honor of 14-year-old Emily Pike, a member of the San Carlos Apache Tribe, who went missing and was later found murdered earlier in the year. Her case highlighted critical gaps in existing alert systems. The new Turquoise Alert will be managed by the Arizona Department of Public Safety and issued through the federal Emergency Alert System. Alerts will be activated only at the request of law enforcement investigating a missing person case.

The bill, sponsored by Rep. Teresa Martinez, received unanimous bipartisan support in the legislature. Arizona becomes the fifth state to implement a missing and endangered Indigenous persons alert system, following California, Washington, Colorado, and New Mexico. Implementation is expected by the end of summer 2025.

Governor Hobbs announced a $25,000 state contribution to the San Carlos Apache Tribe’s reward fund for information related to Emily Pike’s murder, raising the total to $175,000. While Emily’s family expressed deep grief, they acknowledged the law as a meaningful step forward in preventing similar tragedies.

The Turquoise Alert System addresses longstanding jurisdictional and policy gaps that have contributed to high rates of missing and murdered Indigenous people. Arizona currently has 93 unresolved cases involving Indigenous individuals and ranks third in the nation for such cases. Advocates and lawmakers emphasized that while Emily’s Law is a milestone, continued collaboration, training, and systemic reform are needed to confront the broader crisis of missing and murdered Indigenous people.
