The Senate Education Committee in South Dakota passed Senate Bill 196, which mandates the inclusion of the Oceti Sakowin Essential Understandings (OSEU) in public school curricula. Currently, OSEU standards are optional, and there is no way to track how widely they are used. The bill, introduced by Sen. Tamara Grove, aims to ensure that all students learn about the history, language, culture, and heritage of South Dakota’s nine Native tribes. It also requires the South Dakota Board of Education Standards (BOES) to consult with the South Dakota Indian Education Advisory Council, addressing past concerns about tribal representation.

The bill has widespread support from tribal leaders and education advocates, who view it as an important step toward recognizing Native communities in South Dakota. However, it faces opposition from the Department of Education, which argues that mandating the OSEU standards would reduce instructional flexibility. Despite previous similar bills failing in past legislative sessions, SB 196 has now passed the Senate committee and will move to the House for further hearings.
